Hello Steve:
My name is Peter. I am a retired field service refrigeration technician.
You do not have a problem. It sounds like your refrigerator is running normally.
Your compressor and fans will run based on the cooling demands set by you on your temperature settings. Once the temperature has been reached your compressor or fans will stop running.
If your compressor is running all of the time then you have a cooling problem.
You refrigerator will also shut down about every 8-10 hours for about 15-20 minutes. This is when your refrigerator goes into the defrost mode. Your refrigerator shuts down and the heater around the cooling coil turns on to defrost the cooling coil. This is where the term; "Frost Free", comes from.
Hello, This is Peter again. If you had a bad thermostat (Thermister) you would not get any cooling. If you had a bad bottom condenser fan you would be reading temperature of about 40 degrees in your freezer and about 60 degrees in your fresh food section. Bottom freezers always have door seal problems. The door is not fully closed, warm surounding air causes ice and frost build up and the door does not completely close. Another problem with the door, when people in the house open the door, say everyone is right handed, they pull to the right. This can cause the door seal on the right to not be fully flush. If this is the case you need to pull the drawer out, lift the door and jerk it to the right. The door may have jumped a tooth if you have a rack & pinion rail guide

Check that the freezer circulating fan is running. The frige section may have dampers or vents (lets the freezer air cool the refer section) that are open too much. Usually the bottom area in the frige has a control lever to meter how much cold air gets to that section (lots for meat, little for fruits, etc.). Check the owners manual for operation of those vent dampers.

check freezer for frost build up and if fan blowing, check condenser make sure clean, and fan blowing, by compressor Make sure compressor is running and not shutting off on overload.. u said comp. hot.. should be warm... Not hot check vents in refrig. make sure no blockage, freezer control should be in the middle setting, you can try turning that to Warmer freezer allowing MORE air to refrigertor side.

please check the air flow to the refrigerator side. it could be a stuck damper motor or damper thermostat. if the fan inside the freezer is running, you should be able to feel cold air coming out off the vents in the refrigerator side. you might have to press the button light switch on the panels to run the fan.

Try setting it to lower temperature. If that don't work the thermostat is bad.
