Without knowing the exact specifics of the "blower" (make, model, and age), in general, this means that the battery (even tho it shows full charge) has lost its efficiency and ability to hold the proper volts/amps output that a new battery has.
This usually worsens with age, number of recharge cycles, or even sitting dormant. The type of battery (NiCd, Li-ion, etc) also determines the normal life and charging characteristics. (The type is usually marked on the battery).

2 year old Worx snow blower battery charger says battery is fully charged, but the blower kills after just two seconds of power. What is wrong?

Batteries are capable of telling lies and fooling a charger, even a modern so-called intelligent charger. The only reliable way to test a power tool battery is testing the voltage under load.

2 years old and it is now the third winter your snow blower is seeing and two summers - I wonder what you did with the battery during those summers?
Batteries hate being less than fully charged and a battery that is less than fully charged for many months will emerge less than optimum and even possibly useless.

Modern lithium batteries don't like being completely discharged because when recharged with a fast charger they get quite warm and it is the heat that tends to shorten their lives...

If any of this seems familiar - your battery is probably faulty.

Camera does not turn on

Rosa, I think the only thing you did was get out the batteries and tried to charge them and then jut put them back in the camera.
Only a few things could have gone wrong.
One or more cells could have died, during charging. It can happen, special with batteries that have a uneven use. Like once or twice a year the camera comes out the box and then the batteries are charged. Even when you don't use he camera, make it a habit to charge the batteries every few months.
Then it could be your batteries are still in good shape and fully charged, but you put in one or more calls the wrong way around.
Please check carefully if all the cells are inserted correct.
If nothing works, and you can't check the voltage of your batteries, try another set of batteries.

7 days ago i took my battery off to charge my camera and its fully chrged i put it back onto the camera and it just wont start up. I bought another battery and fully charged it aso and it wont turn on!...

Please make sure that the battery is clean and also the terminals within are clean. If you had been using the camera prior to the charging then the camera must work unless if the battery was spoiled by wrong charging. If you can use a multimeter to check the voltage which must be as specified on the battery label. Now make sure that the battery gets good contacts into the camera when inserted. If this wont work then it possible that there are errors within the camera and you need help from the nearest Nikon center.click the link below

Shaver will not fully charge and unless it is plugged in to an outlet it will not operate a full speed.

This is what you experience when you battery is gradually becoming completely dead and cannot store enough power. It usually happens if you have been using it for quite a long time.
If you keep experiencing this kind of problem, then you may have to change the battery.
In other secondary and more complicated cases, you may be experiencing a partial contact between the battery and the terminals.
This could cause the battery not to deliver sufficient current as it should and it would prevent the device from working at full speed too.
In summary, you have to change the battery and make sure that the new battery charges fully before you begin to use it.

BATTERY SHORTS WHEN YOU INSERT BATTERY

If it is new Nano Li-ion technology- try to fully charge battery, they work FULL power until they discharge, so they die instantly, NOT like Nickel batteries go slower till they die, so maybe that is only your first impression that it shorts...
