Launcher is Missing is it a luncher app you downloaded from the playstore or is it the default launcher of your phone because if its just an app that you downloaded from the playstore its missing because a factory reset will erase all your data and apps
If its the dufault launcher is your phone rooted? Did you perhaps uninstall the default launcher using a root tool like link to SD?
If you have uninstalled your default launcher then you would have to flash a stock rom from your phone's manufacturer or download a custom rom from the internet
You can sideload apps to your phone. Just Google sideloading apps and follow the directions. But, be aware that sideloaded apps do not always function properly. If your phone did not come with Playstore, you may have to use other Android app providers to get the apps you want. You can search Android apps and find many sites that allow you to download apps and sideload them onto your phone. Many of the apps are the same as the ones you would find at Playstore. As always, be sure to check everything you download with a virus/malware app.
I suggest that you troubleshoot first, instead of a hard reset. Factory reset is within settings.
If any google app won't download nor install, it's probably because your google services are not updated or is corrupted. Try the next steps before factory reset.
1. Go to settings, scroll down to app.
2. From here search for PlayStore and tap it.
3. Tap Clear Cache and Clear data.
4. Go Back.
5. Search now for Google services, this one is not under the download tab, which you can notice at the top of the screen, instead got to All and scroll down until you find it.

7. Reboot phone or tablet.
Most of the time this procedure do work, some people also opt to remove the google account and sign in after the reboot.
After the boot, open the PlayStore, accept the agreement and try to download anything from the PlayStore that is compatible with your tablet. Also, just to be sure, go to settings, security, look for Unknown Sources and enable it. This feature allow you to install any apk file that is not from the PlayStore.
Make sure by going to the Application Manager under Settings and verify that you haven't just lost the icon on some page. The playstore is normally loaded as part of the operating system for your device. There are places where you can download an installable file for the playstore, but some devices will not allow installation of downloaded .apk files, or require you to turn off a setting that prohibits installing downloaded files. First make sure you have a good internet connection, WiFi or Ethernet. Access play from your application list. If on do not have it download from Google.com. When in Play select what you want to download and select, install, you should then be asked if you agree to access of your tablet, agree. It will then download the app and it will apper in your apps list after a short time.
