It's normal for harmless static generated in use to cause fine dust particles to cling to parts of the clear bin and cyclone pack. This will not affect performance as airflow doesn't have to pass through this dust, and it's not necessary to remove dust particles from behind the mesh shroud. When you empty the machine after use, tapping the cyclone pack gently will help dislodge any clinging particles.
You can remove any fluff or debris from the mesh shroud itself by removing the clear bin. To do this, press the red bin release catch once as if you were emptying the machine. Then with the bin base still open, press the red release catch firmly a second time to disengage the clear bin.
A soft brush or a dry cloth can then be used to remove any hair or debris from the shroud.
Aside from this, the only other maintenance needed is to wash the pre-filter at least once a month using cold water without detergent:
Always ensure the filter is completely dry before replacing it in the machine - this may take at least 24 hours.

I have 2 dyson dc07. The cyclone assembly will not spin when dirt is picked up, but when I change them out the vacuum is fine, so I know it is the cyclone assembly. Any suggestions? Thanks!

I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. Dyson DC07 Bagless Upright Cyclonic Vacuum.
It sounds to me that you may have a clog but when you said you changed them out the vacuum is fine, so a couple of things, if the vacuum is still under a factory warranty of 1 or 2 years the cyclone assm still would be under a factory warranty. If it is over the 1 or 2 years then you would have to replace the cyclone assm but you may want to check with the Dyson Factory Tech Support / customer Service line as per the problem, and they can ship you the part from the factory or to check with your local vacuum cleaner dealer in your area and they may have one in stock or they can order one for you. You don't! It is not meant to be dismantled. Just pour water inside it. Then let it dry out thoroughly, say, 3 to 4 days, including the filter.

believe it or not i would use a long paint brush with a opened bin linner,, to collect all the dust,,,
you can wash your blue filter in plain water and leave to dry as u would pots n pans on the side,,
when u have cleaned the area around the cyclone.. close your eyes and blow into the cyclone.. then use another large hoover to remove access dust and rubbish that was in the cyclone,
