From what you are describing, it sounds like you need a valve. Another common thing I run into is the cooling tank inside the fridge freezing. This will usually affect water through the door only. Remove the crispers and you should see a large coil of plastic water line attached to the back wall of fridge. You can check to see if it is frozen by blowing through it from the end of the line you removed from valve. BEWARE, if you blow through it, water will come out dispenser if line is not frozen. Have a towel at front of fridge.

I had to pull the J3 connector off of the control module located just behind the dispenser panel. That eliminated the cycling and the flashing lights. Maytag guy came out and told me there is a control board located on the back of the refrigerator. Circuit board cost is $180 and installation labor another $300. I think because the refrigerator and freezer are still functional I will not repair this problem at this time.

I think you will need to unplug the pin plug under the cover at top or bottom hinge. Check the voltage and if OK leave unplugged until you can remove the dispenser and I will try to help you from the power source. Sounds like a short in the board and related to the light socket. The fuse only stopped the short from doing further damage, You may need to locate the short before replacing the fuse or board. I have looked over the wiring diagram. If you find the short without my help just be sure to replace the fuse with the correct size. The only things are the chute heater or something in that area of the board went to ground.
