Scrolling using optical wheel mouse - screen scrolls in waves

Only seems to do it when I am on the internet trying to scroll up or down at just about every website I may access. All drivers are up to date. Used Restore disk to try to solve issue without success.

Problem is not with the drivers.Check mouse properties under control panel.
