Adjusting pcoutput signal with windows xp

The only 'output signal' you are going to adjust is the video signal.
The only adjustment there is the Screen Resolution, and Screen Quality.

Right-click on an empty area of your desktop screen.
Left-click on Properties at the bottom of the drop-down list.

In the Display Properties window left-click on the Settings tab.
In the middle of the window, and on the left side, is Screen resolution.

Move the Slider to the left to Decrease the resolution.
To the right to Increase the resolution.

(The Slider is the arrow that has a green tip on the top and bottom. Sits on the line in-between Lee and More.

Put your mouse cursor on it, press the left mouse button down, and hold it down.
Now drag the Slider back and forth, by moving the mouse left to right. Set it to the Screen resolution that you desire)

Color quality:
It should state - Highest (32 bit)
If not click on the blue down arrow to the right.
Then click on Highest (32 bit)

After you set the Screen resolution and/or the Color quality, be SURE to go below, and click on Apply.

Then click on OK.

The above not what you had in mind? Post back in a Comment.

The display of start button and all the short cuts upside down and is on the top right hand corner ot the screen

In order to move the Taskbar (that is the where the start button is located) all you need to do is left click on an open area of the task bar and drag it down to the bottom of the screen. When you release the left mouse button the Taskbar will appear at the bottom of your screen.

Screen moves

WinXP: Right click on blank desktop, click Properties, click Settings tab. Move the "Screen resolution" slide bar so that the whole screen is used up. In your case the vertical resolution is higher than the screens or horizontal resolution is not high enough.
Screens tends to do scaling. Check the "Native Resolution" of the screen and set it as the Screen Resolution.
