This is the solution from nintendo.com I copied it over. Hope this helps.
No Power
Most power issues with the Wii can be fixed by resetting the ACadapter. You can easily reset the AC adapter by following these steps:
Unplug the Wii AC adapter at both ends (from the back of the Wii system and from the wall outlet or power strip).
The AC adapter must remain unplugged at both ends for a full 2 minutes.
While you're waiting, unplug/remove all accessories from thesystem (including game discs, SD Cards, Nintendo GameCube controllers, memory cards, hookup cables, and Sensor Bar). Remove all of these fromthe outlet and the Wii.
Also check to see that controller cords, AC adapter, andStereo AV cables/Component Video cables are not frayed and do not haveexposed wires. If you find any frayed cords or exposed wires, youshould replace those parts.
After you've waited 2 minutes, plug the AC adapter into the Wii system and directly into a wall outlet, not a surge protector or power strip. Check to see if the power light comes on.
If the system works, plug the Sensor Bar into your system, then turnthe system on to see if it still works. Repeat this process with oneaccessory at a time. If your system doesn't work once you've connecteda particular accessory (Sensor Bar, Game Disc Nintendo GameCubecontroller, Memory Card, SD Card, etc.), there may be somethingdefective with that accessory.

My Wii won't load past the health and warning screen. Not modded in any way. Can I reinstall the OS or do I have to pay Nintendo $85?
