If you look at the foot pedal, see if it is locked in the base, and pivots freely. I have seen some of these that break the base, or break the spring hinge on the back side of the release pedal.
I had same problem - the foot release pedal would not spring into place when unit was upright (but would work if you nudged in place with your foot). I installed a replacement part, and it didn't fix the problem. I cut out a small sqare of sponge and jammed it behind the flat end of the bent plastic spring on the release pedal, and it now springs back as it shoud. Hope this helps.
it is accessed from the bottom underneath by the rear wheel. However, If there are and cracks on the pedal release socket area then the base will need replacement. parts are little cost but the unit needs to be completely disassembled.
I'm guessing you have a hoover self propelwindtunnel. If that is the case then you should bought the V belt suffix 034 and Flat belt suffix 035. The belt numbers should be listed on the serial tag though.
With most hoover two belt systems there is a pulley that is supposed engage when you recline the machine and this will apply tension to the V belt and tighten the system up so that the brush will spin. If you hold it upside down with the bottom plate off, and release the foot pedal, you should be able to see it happen.
Occasionally that pulley gets stuck and on some newer models they are prone to breaking as well.
I have the exact same problem. I can't even open the unit up.
