I lowered the spacer (on the threaded rod) and got enough drop in the upper wheel to fit the blade.
SOURCE: upper wheel on a model 28-682 bandsaw. How do you adjust it.
With saw unpluged!!!!! open top wheel gaurd.Spin wheel by hand while moving the adjuster knob on back of the machine. As you turn both at the same time the blade will trac either the front or back of the wheel. Move the knob (while spinning the wheel) until the blade is tracking in the middle of the tire. (rubber strip around the wheel)

ALL BAND SAWS HAVE AN ADJUSTMENT FOR THE BLADE TRAVEL WHEN I WOULD REPLACE MINE I WOULD ROTATE THE TOP WHEEL BY HAND TO CHECK THE ALIGNMENTAND WATCH WEHICH WAY THE BLADE STARTS TO TRAVEL THERE SHOULD BE AN ADJUSTMENT ON THE TOP WHEEL THAT TILTS THE WHEEL IN OR OUT JUST A TINY TURN WILL MAKE A BIG CHANGE

there should be an adjustment knob on the back that changes the angle of the top wheel and this will center the blade so it stays on. I do this by jogging the saw on and off while I adjust it. hope this helps you

Sounds like you have a saw with defective castings. Either cast out-of-true or deflect under pressure.
