Under Data Usage in settings it's showing me a red line for the limit, and an orange line for the warning. However, I can't see how close I am to the warning line with actual data usage. Am I missing something? I also don't understand by Google Play is the 2nd highest for data usage when I rarely use it. Is this common?

We've even got an app! Download and use MyAccount to check usage for your line and other lines on your account.
From your tablet or computer:
Log in to your My T-Mobile account. After you log in, click USAGE to see the per-line usage under the DATAcolumn. You can even check usage history. It's that simple!
I dont think there is an option to do that in android, each app has its own options in regards to video play back.
There are a couple of things you can do to limit your mobile data usage and monitor it:
1. go to your youtube app then press menu (three dots on the top right) then (settings) then (general) then check the first box that says (limit mobile data usage) This only allows HD videos on Wifi
2. go to (settings) then (mobile data usage) then (set data usage limit) This helps to alert you when you come close to finishing your mobile data plan.
On my Android Phone , I can turn off Data over Phone Networks under SETTINGS/MOBILE NETWORKS.
ALSO SETTINGS/DATA USAGE/VIEW APP SETTINGS/ -disable Autoupdate for apps or Set Mobile Data Limit
You can do 3 things on Nokia Lumia 520 1) to use Data Sense (an windows app) to control your mobile data usage by limiting it to a certain level like 100MB a month or something. 2) to turn mobile data usage off on your phone, by going to Setting> Mobile Network then choose "off" option for Data Connection.
3) to contact your Mobile Network ISP & request a Data Connection deactivation.
If you mean data usage, I recommend Networx( www.softperfect.com/products/networx/) .Its a really nifty application that can track all your data and you can set it to warn you when your going over your limit.
Make sure you are on the screen that holds your Settings icon. That is the icon with gears pictured in it. Touch the Settings icon.
In the Settings menu, touch the line that says General. It also has a picture of gears.
Scroll down the General page and you will see a line that says Reset. Select Reset.
This screen will show you several options you can reset including setting, home screen, keyboard dictionary, network settings and location warning. However, to erase all data, you will select the line that says Erase All Content and Settings. When you select it, a box will pop up with a red button saying Erase iPhone. There is also a warning saying it will delete all media and data and will take up to an hour. Touch the red button and your iPhone will format itself back to factory settings.

Also, To restore iPhone and reset the phone to default factory settings, follow these steps:
1. Turn off iPhone - Hold down the Sleep/Wake button for a few seconds until the red slider appears, then slide the red slider. Ignore this step if your iPhone is already off. 2. Press and hold down the Home button for about 10 seconds until a yellow triangle with a text which says Please Connect to iTunes appears.

Run and open iTunes if it's not already opened yet. 5. iTunes will prompt a message that says iTunes has detected an iPhone in recovery mode. Click OK. 6. You will be taken to the iPhone pane. Wait for the full restoration process to complete, and the iPhone will be back to the original settings state as when it left the manufacturing factory, typically a working phone again if you face any problem, unless it's hardware related.
There is another mode called DFU mode which does not load the iBoot, and commonly used to downgrade the firmware and restore custom IPSW.
