I suggest you contact Dish Network directly. You may need to have a converter box replaced or a new converter box connected to your old TV (and pay for the installation.)
Hey there, Cheri Torres with DISH Network Customer Service here. We unfortunately do not have any codes for our DISH network remote controls that will program a Magnavox digital converter box. An option you can try is a power scan which will basically find the code for you in some cases. I will list here for you the instructions for addressing your DISH remote to your converter box. Instructions for performing a power scan
With the desired equipment on, press and hold the AUX Mode button until
all mode button back lights illuminate, then release.
Press and release the # 2 then the STAR (*) button.
Press and release the Power button.
Press the Up button once a second while pointing the remote at the desired
equipment.
Note: If the code for the equipment comes up, the equipment
will power off.
Press the POUND (#) button as soon as the desired equipment powers off.
Note: If the code entered is
valid for the remote, the mode light flashes three times.
I bought a set-top converter box from Dish Network, which will operate with the DMR-EH75V through the remote control cable that was provided with the recorder. It tunes in all the available digital channels and uses the RCA A/V cables to connect to IN1 on the back of the recorder. TVGOS is now provided through channel 2.1 (CBS) in our area and it also provides the time signal that keeps the recorder's clock updated. NOTE: ONLY the Dish Network boxes work with these functions. I've had occasional issues with the box after some period - a few weeks - it needs to be rebooted or reset to manual and then back to automatic (which causes it to reboot anyway.) Model no is DTV PAL PLUS.
There are a lot of possible culprits that may be causing this i.e . light source between TV and remote usage location, sunlight infiltrating into the pathway etc. However the easiest solution may be to have a technician come out and troubleshoot the issue. You may opt for a IR/UHF converter which is easy to connect and allows you more versatility with the remote. Thanks for using Fix Ya.
if you are going to continue using the rooftop antenna, then you will nee to purchase a digital converter box. Those television sets are only analog. You do have an option to get Directv or Dish network and you will not need a converter box at all. Directv and Dish network are 100% Digital and the receivers work as converter boxes for that product only.
Try the RCA codes listed in the code book that came with your Dish remote. You will want to use the "AUX" button at the top of the dish remote. You will likely NOT get full functionality if it works at all, however, there is a chance you'll be able to change the channels and power the converter box on and off.
If the codes you have are segregated into categories of different devices, i.e. TVs, DVD players, etc. You probably will not be successful.
Also, there should be instructions in the remote manual that will tell you how to search all codes that are stored in the Dish remote.
While this may not solve your problem, I hope I've given you helpful information that will allow you to make an informed decision as to where to go from here.
Do you have an antenna hooked up? You'll need one hooked to your converter box because the digital signal is so much more difficult to tune in to. This may help:

If you live closer than 15 miles, rabbit ears
If you live closer than 20 miles, omnidirectional
If you live closer than 50 miles, midrange outdoor (oldschool arial w/ rotator)
Further than 80 miles, you'll need a long range with rotator, perhaps
even an amplifier to go with it. Print off what your results were on
antenna web and bring it to a RadioShack or a local antenna store and
they should be able to point you to the right antenna for your
particular location.
