Was cleaning and my Bissell Pro Heat 2, it quit like a breaker flipped. Help ?

I edited your question because it didn't say what I think you meant it to say 'Bidwell PTO heat2'? :>)

Why won't my Bissell carpet cleaner turn on? Unplug, and check the end of the hose, tool, and inside the dirt water tank stack and remove any clogs. Let the unit sit unplugged for 30 minutes after removing any clogs for the thermal protector to cool and reset automatically. Then test in a working outlet.

How do I fill soap and water tank

In most cases for this brand, you need to:
1. Unplug from wall
2. Drop the handle from upright, down to the floor
This should unlock the tank from the body so you can lift it up and away from the base, allowing you to take the tank to empty the dirty water or fill it up in the sink.
