I can't get picture. I tried a DVD, PlayStation 3, Using the output 1-2 component 1-2. All I get is a blue picture. I never had this problem before.

I had the same problem and I found that it was 2 caps on the power supply board. I had both caps replaced and it worked perfect. While it is apart see if any other caps are bad( if they are puffed up in the center they are bad).

SOURCE: finding a replacement protection screen for a mitsubishi tv modle # ws-65813
Vance Baldwin was a great lead, I found the service manual for the ws-65813, but they did not have the diamond shield screen, but they did have many other parts for that and other Mitsu models.
MCM Electronics did not have WS-65813 items and Tri-Tronics.com is dog training electronics.

After plugging the TV in, it normally takes about two minutes for the processor to boot before the light will stop blinking and the TV will turn on.
SOURCE: Mitsubishi WS-65313 Screen burn-in
IF you have the area on either side of the picture used in the 4x3 burned---it is now burnt into the phosphor of all three picture tubes this set uses.
The real problem here is most of these sets the default setting for contrast or "picture" (same thing) is 100% and this is what burns fixed images into the tubes.
Pretty stupid, but that is how they are made--the black background in later models was replaced with a light gray one to try to prevent this.
If you do not have a warranty live with it--the cost of the three tubes would be about 900 dollars plus labor to replace them and adjust the set.
It takes less than 100 hours of use with the 4x3 up to cause this kind of problem, just like putting a fixed image on any projection set with full contrast and brightness set full--the damage is permanent.
I have replaced tubes in sets like this and when you get the tube out you can see the BURN in the phosphor.
I am sorry to give you bad news but based on your description this is what you have.
If this helped you rate this solution as I do this here for free.

The cap's on the DM board are fine. No blugging or crack on the top of cap's. Is it possible them to be defected with out showing sign of damage?
