I own a Hoover Steam Vac Plus w/ Rotating Brushes (model#F5871-900), when I turn on the power I hear a medium-loud hum coming from the motor area and nothing works. What could be the issue?

the motor sounds locked up. Water gets in there and rusts the pieces together. The motor could be replaced, but probably not repaired.
