Problem for Hoover SteamVac F5914-900 SpinScrub Upright Vacuum

Roatary brushes do not turn on my hoover steam vac dualy

the brushes themselves are not locked up. the square drive hole(visible with the brushes removed) does not spin. Is this belt driven or direct drive? Where can I get part to fix if its a belt

the machine uses an air powered turbine which typically rusts and then locks itself up Ive been able to fix it in the past but its best to replace the whole assembly
