I have no idea how to download rtl120.bpl. Spybot wants me to delete and redownload Spybot 1.6.2, but that would wipe out the malware in the Recovery files of Spybot 1.6.2, so I'll just continue to delete the error message on boot up.
You are probably using a program built with Delphi, and somehow it's missing the Borland Programming Language (BPL) Run-Time Library 1.00. Hence, "rtl100.bpl".

The error could be connected to the advanced system care. Have you uninstalled any protective software lately?
It would seem that as the computer is starting it is trying to load a program that is either corrupt or missing, generally a program like reg cleaner or other utility program.
If its a case you have removed a program, try installing it and see if that works.
Get another copy of the advanced sys care program and reinstall that.
