Did your problem start after you replaced the relay?make sure all lights are off----dome,trunk,glove compartment lights.any aftermarket stereo equipment like amps?check the fuse box with a test light,you should only get power from the cigarrete lighter,radio,cooling fan,horn,power door/mirror,brake fuses.if you get power where you shouldnt thats the starting point and you need to trace back to that particular component.let me know.

If the problem only happened after you installed a new fan relay then I suspect that the ground is not connecting, causing constant power to the relay. The relay may be faulty too even if it's new. You need to use an ohm meter to test the relay and connections. Post them here if you like.
