Syphons water only for cycles using the initial wash (Reg, Deli

The washer siphons water and won't start washing only for the cycles that use the initial wash cycle (regular, delicate, etc). It works fine for permanent press which does not have that initial wash cycle. I have to start everything on perm press and then change the cycle once it fills up, skipping that initial wash cycle. Per the manual, I checked the drain hose and it appears at the right height etc.
