I have a large locust tree growing close to the foundation of a building and adjacent blacktop sidewalk in the community where I live. My concern is the damage the root system may cause to the building, underground lighting wires, walkway and steps. How deep and far out do the root systems of these trees reach

Locust Trees (like many other varieties ) have root systems that easy reach out as far as the foliage and beyond, especially in ares were root growth may be obstructed by buildings or soil may be poor or the tree lacks proper water. A contractor said to me once about such an issue ... "If the tree lives, the roots always win." A solid poured concrete foundation may withstand the pressure of the roots for an extended period of time, especially if it is thick and strong. Block concrete offers less resistance.

The tree should have no problem surviving the winter as long as it is in a pot that you can bring in side. During the cold months, the tree should be brought in and put next to a window, preferably the sunniest one in your home. As soon as it starts to warm up, bring it outside. Mini pomagranates tend to blossom and produce fruit in late June/July/August.

* I had to look up "Nature strip" to confirm my idea of what it is. Yes, it's the strip of grass running between the street curb and the sidewalk fronting your house.
* In Hawaii (Honolulu, Oahu) This is owned by the state or city and county of Honolulu. I believe it's the same in most big cities. (I've been to AZ. It's the same there).
* If so then you will need to check with the city on what can be removed or planted.
* Note that some trees (if any) will damage the side walk, curb, and street if left to grow large. Even removal of an old tree may damage the road as roots rot.
* You may need to check with the local Home Owner's Association for additional restrictions.
* Most people just grow grass or cover it with colored gravel.

you have to trim the branches back from the lines or pay the power company to do the job
If the tree is on private property overhanging power lines on the foot path, the utility company will trim back to fence line or further if the branches are still to close to the lines
you first course of action is to ring the power company and talk about what can be done or if the trees and power lines are all on your property, get in tree lopping specialist and pay to have the job down
