No matter what I try the picture quality is poor for any non HD channels on my tv.

Most of the Analog viewing will be much poorer compared to HD. Since it it a digital product, it is designed to be used with a digital signal. You will get signal degradation if it has to take the analog and convert it to digital to be viewed and there is really nothing that can be done to compensate for it.
