Flishing light on center of my Ovation OP20 and it not pluged into any thing wa working but stoped , new batt in it ??

That is a model number you have quoted

1 - Ovation
1- Acoustic roundback and hollowbody electric
1- Standard bowl
1- Balladeer model
and -1 is a colour code

Your serial number will probably be a letter followed by 3 to 6 digits eg "E3689"

An Ovation Model 112 is called a Ballader. These are USA made guitars.Value would depend on condition, but I've seen them sell on the used marker for $400.

Some tuners require three pushes to cycle through the states: 1. Tuner on with sound going through 2. Tuner on with no sound. 3. Sound goes through. Many tuners were just on and off, but these new ones with the sound and tuner state are confusing people.

Check the battery condition. Not all parts of the electronics fail to work as batteries fail... it can appear that the batteries are OK but high drain things like LED screens will not work even though other parts are working.

Yes, a competent Luthier should be able to reset it... HOWEVER it may just need a truss rod adjustment. The truss rod bends the neck slightly to set string height in the middle of the neck.
