Compaq Presario 1000x charges when off, but not when on
I plug the laptop in while it is off and the charging light comes on. When the computer is turned on, it stops charging and no amount of wiggling will get it to charge. As soon as the computer shuts down, the charge light goes on and it charges again.

Try a different battery cause your existing one may have bad cells and could be messing with things. Try one that you know that works. If that fails, try another AC Adapter and see if that changes things.
If neither one fixes the problem. It could be a problem at that point with the dc jack. The solder points probably need to be resoldered cause the connection isn't good.
Could also be a problem with the motherboard with the voltage regulator but try my other suggestions first to rule things out.

When batteries fail, they usually lose the cells inside them, which means that the cell is no longer able to function as a holding cell for power and therefore cannot do its job anymore, when a battery fails to hold and refuses charging it is bad and needs to be recycled. The flashing is telling you to purchase a new battery. The larger the number of cells in the battery, the longer and better it will perfrom,,RE: 6 cell, 9 cell, 12 cell.
All the laptops I have seen since the 1980's charge the battery, if it is installed, while the laptop is running. They charge at a slower rate if you are using the computer, and faster if you just plug it in and leave the computer powered off. Most have a 'charging' led [green or amber] indicating that the battery is being charged when you plug the laptop in and leave it turned off. If you don't see any indication, check that the battery is connected firmly and that the connectors are not damaged. If possible, try the battery in another machine or a different battery in your machine. tom
I had a similar issue with the Armada M700 from Compaq. Never did figure it out exactly. But I do know this. When you unplug the power chord and take out the battery and plug the power chord back in while the battery is out usually for some reason it turned on allowing me to replace the battery which would then begin charging. Your problem interests me because I can really relate!
