If you can hear the washer move into the cycle where it drains and all other cycles work (ie spin, wash ect). Then you either have a faulty pump or a clog. A pump change is a relatively easy fix. How do you actually go about fixing this!!!!!
Remove the front panel. There is a short hose that goes from the tub to the pump. Sometimes you can remove the clog by gently squeezing the tube with the machine on and it will clear. The other option is to get all the water out of it then remove the tube to clear it out.

GE washer WJSR2070B2WW - Would fill only on light load, low level setting, not agitate, time out and rinse/spin cycle would work. Disconnected/reconnected timer and washer will work on this cycle sometimes but will not on other washer cycles. Is this a bad pump?
