There is still either water or debree contaminating the fuel system. Surging is usually debree, empty and flush the tank with gas or Iso alcohol, disassemble carb soak in solvent for 30 minutes blow out the carb passages, reassemble and if the problem persists run engine at top rpm with air cleaner off and block off carb intake with hand, this will stall the motor restart and repeat 4 - 5 times this wiil draw out any debree or other blockage in the carb.

You don't need to remove the rivets. There should be two metal tabs that bend over the nylon retractor, or it'll have a screw in the middle of the retractor pulley inside the cover. you bend those up a little, or remove the screw, remove the retractor, be careful, because that spring can be fun if it gets away from you, take the old rope out, put the retractor back in place, wind it back as far as you can, feed the rope in, tie the knot, and let it draw the rope in. Put everything back like you found it, and your pull rope if fixed.

Remove the recoil. Sometimes depending up on model this required complete air shroud removal. Remove the parts of the old rope. Remove the rope fro the rope handle. NOTE the knot in the handle. Brun both ends of the nylon rope with a match and pinch the burned end into as small of circumference as possible. Install new rope into the starter handle and tie the knot. Pull the new rope into the handle until it seats securely.
Prewind the recoil pulley as far as you can easily wind it. Back it off (unwind) just until the rope guide and pulley knot hole are aligned. Then either c-clamp it in place with the rope knot hole aligned with the rope guide hole or have a 2nd person hold it the pretensioned spring and pulley in position. Thread the rope through the rope guide and on into the pulley knot hole. (takes some effort to get it aligned and through the knot hole!) Pull the new rope through the knot hole and tie 1 knot. Pull starter rope and fit knot into pulley knot hole. Release pulley C-clamp or have helper let go of pulley. Rope should rewind into the recoil.
Reinstall recoil / air shroud. Happy mowing!

When a primer bulb is slow to return to a static conditon there is a restriction in the fuel supply. Since this carb is mounted directly on top of the fuel tank the troubleshooting for this involves removing the gas tank and carb as an assembly from the engine. Remove the end bolt and then the side bolt spacer that is just above the tank. Be careful or the spacer will drop. Pull out on the tank until it slides off of the intake. When the tank is free of the engine tile the bottom of the tank toward you and disconnect the throttle linkage. NOTE the hole the linkage is connected to! Set the tank on a flat surface and remove the carb mounting screws. STOP! Do not lift the carb off of the tank until your sure that the gasket and diaphragm are not stuck to both mounting surfaces. You may have to carefuly slide a thin knife blade FLAT across the top of the tank to free the carb from the tank. There will be a SPRING on the bottom of the cabr also. Do not lose this spring and ensure you see how it is installed! Once the carb is free of the tank clean the screen under the carb and the carb with carb cleaner. Reassemble carb to tank. Fill tank with gas and re-check primer bulb BEFORE you reinstall the tank and carb on the engine. If it still does not work.. properly you need to clean the passages again. Worst case you remove the primber bulb to see if there is debris inside the bulb plunger area.
Installing tank and carb to engine....
Tip the bottom of the tank toward you.. connect the throttle linkage, watch the o-ring that is in the carb intake sealing area and make sure it seals. Install side bolt and then the end bolt.
Just back tracking here.. I have determined this is most likely a 11A-B04E000 Yard machine with a 5.0 Hp engine... (
Briggs and Stratton refers to this engine as the 10T500 series.
