could be - try unplugging motor then try
more likely to be the heater.
take back off and you will see heater.
test with a megga or take wires off, tape them up then try running machine

it may be level but if the feet are not adjusted to be tight to the floor this will cause it to walk so try adjusting the feet then lock the locking nut I am sure you will find 2 that are not adjusted tight enough.

In the service manual are Error codes, maintenance procedures, and troubleshooting steps you can follow.
Anything too complicated or beyond your scope should be handled by a professional.

You will need to type into your search engine/web browser '(make model number) washer manual' and you should be presented with a number of sources from which you can either download for free or have to pay a nominal amount.
You could also try the manufacturer's web site direct ;-0)
