That model, as most Ricohs, uses the ID sensor to determine when and how much toner to add. I would check to make sure it's clean, no toner or paper dust. If that's not it you might need to replace it.The ID sensor is located in the PCU, facing the drum.Good luck. If this helps, please remember to rate this. Thanks

If asking for black toner did you change rt toner pump should been one behind the black dev unit. Sometimes when you change it might have to open and close front door. A couple of times make sure you leave it open long enough that it think you change bottle

Is there FAR too much toner in the Dev!(Vt 1.43) Also, Vsp / Vsg both 0.05vmeans the drum is covered in toner. Was the toner in the machine when you did the dev setup?? Was the machine overtoning before the rebuild? if the answer is yes, the new dev is screwed because the machine continued adding toner during the dev initialisation.
ALWAYS leave the toner out of the machine when setting up dev and cover the entrance from the drum recycle section or you will NEVER get a good dev setup!
You have pulled the drum unit out of position possably after changing the waist toner ?
Open the back cover, open the frunt cover and remove the developer unit, the full unit not just the toner,
open the side cover where the waist toner bottle is and push the drum unit back into place until it clicks, put the dev unit back in place and close everything reboot the machine
1. Check that Dev. unit has the lastest seals. 2. replace dev. material. 3. Dump dev. 4. add new dev. material. 5. Hand rotate the dev. unit 10 times. 6. reinstall the dev. unit into machine. 7. cover the toner inlet opening with a piece of paper 8. insert PCU unit. 9. turn the machine on. 10. When machine reaches ready -- enter SP modes and perform SP-2801 (2 times) 11. open the right cover of the machine. Cheat the right cover switch. Examine the drum as it rotates. Afew bands of toner and the ID pattern will be developed on the drum. The drum should be clean -- a slight dusting on the drum is OK. 12. Perform SP-3001 -- ID sensor initial setting. 13. ** Important** remove the PCU unit. Empty the toner from the PCU by sliding the shutter on the bottom of the PCU to the side and tapping the PCU. 14. reinstall the PCU. 15. Run test copies.
Open the front door and close it and check if the display reads loading toner. Try this for 3 times.
If Add toner indicator is still there, check that you had removed the black cap of the toner, before you replaced the toner bottle.
Remove the bottle from the holder and check inside the neck of the holder if there is something blocking the toner supply. (sometimes the inner plastic cap of the previous toner is stucked in the neck).
Check and clean the toner bottle holder unit.
Another problem can be worn gears in the lower development unit and within the dev. bias roller.

If the toner is an original you should not have a problem unless the Developer unit is faulty. The developer unit mixes the toner with the dev. If the dev unit TD (Toner Density) sensor is not working then it will not add toner. Try the following.
Remove black drum unit
Remove Black Developer unit
Tap the develop unit and shake side to side 5-6 times
Reinstall both units close covers and open toner cover
wait 15 seconds then close the cover
Hopefully then you will add toner if not the likely thing is that the developer unit will need replacing.
