What can go wrong when changing the headers?

Some codes are hard to kill even after their cause is fixed.
Erase the codes with ignition on and the engine off. May not solve your problem but it's worth a try. Next Scan for codes. If you don't have a scanner most auto parts stores will do a free scan (Auto Zone ,Advance auto parts and others)

Fl0 and fl3 service lights come on have flow to unit just will not fire up

The flo code indicates the the water pressure switch is open. If you know that you have more than the minimum amount of flow going through the heater, then the problem is a clogged or defective pressure switch. The pressure switch is located on top of the inlet/outlet header and can be found at an online store or a local pool and spa company. A generic may be used in place of the manufaturer part.

I have a artic spa 2003 ,and is flashes a flo coded ,what could i do to fix this problem,im so fustraded with this thing.pumps work ,jets come on but no heat .

A "FLO (w)" indicator means that there is insufficient water flow to trip the pressure switch and allow the heater to come on. Trouble Shooting: Remove the filters and run the spa. If the indicator goes away the filters are clogged, bad. Locate the pressure switch normally threaded into the heater tube. There should be two wires attached. Remove the wires and connect them together to complete the circuit. If the indicator goes away the pressure switch is bad or requires adjustment. Replace / adjust the switch and reconnect the wires. Do not run the spa permanently without it.

My TL heater series 2, model ESC keeps kicking out after 5 minutes of heating..then kicks back in heats some more.. then repeats on and off cycle

Sounds like the high limits are shutting it off. Does the header on the output plumbing get almost too hot to touch? If so the flo-control disk may be bad or sticking, possible a dirty filter as well, in any case you may have insufficeint flow.

Will only run for about 5 min then shuts down, and will not light again. Gives a ILO and CFH on the board.

Without more info I would have to say you need to increase water flo through the heater. If you don't have enough water flo the heater will boil the water inside heater and shut down. The heater has a pressure switch that reads OK but you have by-pass valves that may be open or stuck letting too much water go by the heater. One on the pipes going in and out of the heater may have a valve bridging the two that need's to be 80-90% closed forcing water through the heater. Then there is another spring loaded disc inside the main water header that you can remove and clean or replace that does the same job only the spring controls the flow automaticly. Good luck and HAPPY NEW YEAR.
