Freezer only gets down to around 18 degrees but fridge is fine. No frost on the freezer evaporator fan is running

Modern consumer refrigerators only have coils in the freezer. In the lower back of the freezer there is a small fan and possible a damper (flap that opens/closes) to push cold air from the freezer to the refrigerator. Given that the freezer is 18 deg, it's probably cold enough to keep the fridge area at typically 34 deg.
So the cooling system (compressor, coils, thermostat) are not working properly to keep the freezer at, typically 0 deg. Possible causes: partial loss of refrigerant gas, icing around evaporator coils (in freezer), compressor failing, dust clogging condenser coils (under fridge), condenser fan clogged or broken (under fridge), thermostat failure.
I'd start with condenser. Remove the slotted trim at the bottom front and look in with a flashlight. Are the coils clean? Pull out the fridge and remove the lower back cover (usually cardboard). You can now see the coils and fan. Clean and blow them out.
If it's icing, it probably means freezer door not closing tight. If auto-defrost not working properly it would probably get worse over the period of a few days so not likely.

What does 34F ER mean

Put a freezer thermometer in the freezer and see if it reads +34 degrees, then put it in the refrigerator. If the freezer reading is above 0 degrees, say +34, then the freezer is too warm. If the refrigerator is reading 34 and the freezer is way cold, then the refrigerator is getting too cold. This could be either a thermostat setting too cold or the sensing isn't reading properly or a much more serious issue. Generally a refrigerator should be no warmer than +40 but not freezing either +32 degrees and a freezer should be about 0 degrees. Make sure nothing is blocking the air flow duct work or where the sensors are located.

Freezer fine, fresh food 55 degrees max cold

Check for frost build up in freezer section. If frosting up you will need to check the heater and bi metal. If it's a ge ref. could be thermister or main board

Frigidaire refrigerator with a broken freezer

He is correct. The temp in the refrig controls how often and for how long the refrig runs. Lets say the temp in your garage is 34 degrees, and you have your refrig set to 36 degrees: The refrig will never run, the fresh foods section will cool to 34, and the freezer will warm to 34. Even if the temp is 45 in the garage and you set the fresh foods to be 33, the refrig will not need to run long enough and often enough to keep the freezer temp cold enough. You will most likely need to have the ambient room temp at least 55 degrees to get satisfactory refrigerator performance. Insulating the refrig will not help. (by the way, outdoor beverage vending machines use an internal heater in cold weather to prevent liquid beverages inside from freezing,..... so using that info, you could put a low wattage heater in your refrig to make your refrig run enough to make the freezer section work. The %&#* with that, just move it into the house!)

Refig set at 34 degrees and it might be about 45 degres inside what could be the problem

How about the freezer? Is it cold (about 0 degrees Farenheit). If so, there's probably ice build-up blocking air flow from the freezer to the fresh food compartment. Even though modern refrigerators are 'frost free,' they're really not. Over a period of time, frost can build up in areas where air flow is restricted (like the door that controls air flow between the freezer and fresh food compartment). Take everything out of the refrigerator and freezer and allow both to defrost completely. To avoid an odor problem, clean out any food residue that may have been masked when it was frozen. Be sure to LEAVE THE DOORS OPEN while you're cleaning and until you're ready to turn the unit back on and put your food back in. Hope this helps.

Left not transfering cold enough air to right side. doesn't get colder than 50 degrees, why?

Remove back panel of freezer (where you see the frost) and melt the frost with a hair blower. The frost blocked evaporator coils are not allowing air to pass over the cold coils, so no cold air is able to get to the fresh foods section. You will most likely need to replace the defrost heater at the bottom of the evap coils to prevent this from reoccurring in two weeks time.
