The dishes that I place on the top rack are not getting clean.
Most likely the small holes in the top spinning arm are clogged and you might need to clean the filter at the bottom of the tub. You can do this yourself and you will notice a huge difference in the way the washer performs. Follow the instructions in the you tube video. I always use Dry jet liquid finisher it helps keep the dishwasher clean. You can run white vinegar through the system as well after you clean the filter.

Sounds like you have 1 of 2 problems. Either your pump is clogged or you need a bigger drain loop.

The problem most people encounter with dishwashers is a simple inability to get the dishes clean. There might be stuck-on food
or residue from the detergent. A water pressure problem may be the
culprit. You may need to replace the water intake valve. Another common
problem is mineral build-up. If your house has hard water, the mineral
build-up can clog the water jets. Clear each jet with a wire or pin,
and run an empty load with some vinegar in the detergent dispenser
about once a month.
Sometimes, the dishwasher has problems draining properly. There could
be a clog in the drain hose, or a problem with the pump. It's also
possible that the dishwater is getting too sudsy, and sensors in the
washer aren't detecting the soap foam as water. This causes it to shut
down the drain cycle too early. Just use less detergent.

The top rack is not cleaning because of low water pressure from the wash motor to the upper spray arm.
Assuming the top spray arms are clear of debris, remove the lower spray arm to access the wash motor. Remove the 4 torx screws and the filter (accumulator assembly). Remove the torx screw and the inlet protector that covers the chopper assembly. Make sure the chopper is not broken (broken chopper will fill with debris and block water flow). While holding the chopper blade, reach inside the "D" shaped opening on top of the motor and spin the wheel/motor by hand in each direction to make sure either the chopper gear or the motor gear that drives the chopper is not broken. Replace the chopper if necessary . If the motor gear is broken, replace the sump and motor assembly . Remove any debris from the sump area in the process.
You don't have to shut the power off to the dishwasher because the door will be open, but if you feel more comfortable, do so.
