The vast majority of Mice and Keyboards don't need a CD to make them work.
If it is wired just plug it in.
If it is wireless you'll need to plug in the receiver into the computer and after Windows is fully loaded you will need to press the sync button on the mouse and keyboard, and possible on the receiver. This should sync them together and get everything going. If it still isn't working I would also replace the batteries and try again.
