"should I just remove some water to make the higher end lower" - Does that really make sense to you?
No matter how much water you have in the pool the bulk of it is going to go towards the lower side. It shouldn't collapse. Pools collapse due to winter damage, not to being unlevel, and you cannot leave that pool up over the winter or it will pop.
