Question about Motorola Lands Phones
This is a fail safe mode for the device this is usually done by
pressing the *, #, and power key at the same time on power up. If you
have not done this or have not modified the software on the phone at
all then it has gone through a software failure and will probably need
to be replaced. I've also seen this come up on devices with liquid
damge to them as well.
See your service provider sometimes this can be reversed by reflashing the software on the device, or by doing the key sequence when placing the battery back in after taking it out. Leave the battery out for no less than 60 seconds as the Motorola devices will still keep some power once the battery is removed.
