The weight limit for the UAS / Latch system is 48 Lbs. Read your owners manual for both the Car seat and your vehicle to be sure of all the regulations.

From a review on About.com:

The Britax Boulevard CS is a convertible car seat that can be used rear-facing for babies from 5-35 lbs., and forward-facing to 65 lbs. The Boulevard CS has many of the same ease-of-use features as the original Britax Boulevard, including the infinite-adjust harness height (which means you don't have to re-thread the harness to adjust its height) and the wide head wings that provide protection for side impact crashes. The lowest harness height is about 10.5 inches and the maximum harness height is about 16 inches.

Owners manual what is the weight limit

There is no maximum passenger weight capacity listed in the owners manual for my Boulevard S-50, and no maximum passenger weight capacity for the Marauder 800 (which is almost exactly the same bike) listed anywhere that I can find on the internet. The front and rear springs are adjustable for passenger weight, but I would suggest the maximum weight is limited by the rear tire capacity stamped on the sidewall and what weight you feel comfortable handling. Don't forget to include the weight of the motorcycle (about 456 pounds) and the weight of the gasoline (about 6.0 pounds per gallon).

My Britax Boulevard will not stay locked in the upright position for a forward facing child.

Just had to completely take ours apart & wash everything.... putting it back together I found the 33lb recline weight limit & since our guy is 32 figured I'd move it upright & had the same problem.... googled & never found an answer..... but figured it out myself.
Flip it over & there are 4 "screws" on the bottom - they are hex head so you'll need the right screwdriver (I have a kid with interchangeable heads that had the right one)... unscrew them, pull the handle & manually snap it into place - it's like it gets off a bit when reclined for a long time. Once I did that & it snapped in I put the bottom plate & 4 screws back on... presto!
Hopefully you didn't give up already since this is a few months old of a question.

I cant remember how to take the straps off to

Look in the back, make sure the strap that goes underneath in the middle is loose, Then unhook the double-hook device that holds both belts. Be good idea to take some pics before removing them completely so it is easier to put back together.

Help with install

Go here to download a copy of the manual.
The straps that are in the area where you'd thread the seatbelt to install are for LATCH installation if you have LATCH anchors in your car - but you can only use seatbelt OR LATCH to install, never both. The strap at the top, with the same hook, is the top tether.
Instructions for using both are in that copy of the manual - the installation instructions for the Regent vary depending on your child's weight, so read it carefully.
