It doesn't seem that the spray is reaching the to shelf
I would check the sprayer air mechanism. It may not be lining up properly when the top rack is engaged. It also may be full of debris. You can try running the dishwasher empty with a cup of vinegar.

Is the top sprayer clean and not clogged so that the water can flow through? The top may not be functioning properly.

make sure that there is nothing blocking the racks, no big pots or pans, if thats ok then take out the bottom rack, u will see the sprayer, use something long, a screwdriver should do, u should see a slot in the sprayer at the bottom, stick the driver through it and give it a turn, it will loosen, take it off and make sure it isnt clogged, also, ull see a little cover that looks like a grate, take that off also and make sure it isnt clogged under neath

racks might be in backwards if it's an older model with wheels on shelf system... rubber bumpers should face out...
could be a blockage in the upper sprayer arm... or the upper arm had come off and was remounted in a position that doesn't line up with the jet of water from below...
could be bad loading technique... sounds simple enough but you should never put large bowls or pots that lay horizontally on the lower rack because it really screws up the cleaning effectiveness. Large items should always go on the top rack or be washed by hand if they don't fit on the top rack.

cheap trick...take a glass and put it on the top rack...right side up run dishwasher for about 4 mins is the glass full with water,no ok than check your drain hose the water is sphion out during wash,,lift it the height of unit..keep me posted

Bought new spray arms online and installed them in minutes...now the thing works like new... However I have also found that if the heating element goes bad then that also can mess things up bad...
