If this is a CRT TV, then you have a deflection problem. In that case is advisable to contact a technician.
If the model is an LCD TV, then it is usually caused by a faulty LCD controller, or a defective digital control board (main board), depending on the model.

Open Device Manager, Display adapter, Uninstall Graphics adapter, and drivers if asked. Reboot the Toshiba, allow the software to install the generic driver, Run windows and toshiba updates, Update graphics adapter. post results.

My screen shrunk from top to bottom and now is 5 inches in height

it is obviously faulty in vertical scanning section.
if you're knowledgeable on that area, look for dried capacitor which caused the problem or else find a qualified technician to fix the problem.

My screen has shrunk to the middle of the screen. i have tried the horozontal screen size and theres no difference. this is happening on windows xp

Simple test: unplug all the cables from the monitor, start it alone and launch the settings window of the monitor. If the image is also shrunk there then the monitor is defective, about to die.
Take it to repair shop as fast as you can, otherwise it will fail for good and it will be unfixable.

Dell Inspiron E1705 laptop, my screen was full 17" but now its like 13" viewing area? What setting changed and how do I put it back to normal viewing?

There must be a key called "fn" in your keyboard. Hold on it and press the square indicated key in the f-keys at the top. You have shrunk the screen size. This must reset it.

My monitor screen is getting shrunk at the middle.

Take it into a repair shop and say a capacitor has gone. It isn't a big job.
The part itself is a couple of $
