Sounds like you have a short somewhere in the ECM harness. Chances are that the original ECM wasn't going bad, it has likely been a wiring issue the whole time. If you are no good at trouble shooting wiring issues, you need to find you a competent mechanic.
Check exactly when you do have a blown fuse as you are driving and in turning or as you driving normally. Also check the wires between E.C.M and Engine. The fuel Supply cuts off surely as soon as the E.C.M Fuse is blown because the fuel supply is going through the E .C. M.
This is common about this time on these Camrys. I own three. The AM2 fuse is blowing because a coil, capacitor, or supressor has gone bad in the distributor. To test this disconnect the two wire connectors to the distributor. Replace the AM2 fuse. Turn the ignition. If the fuse doesn't blow. The distributor.
If the fuse blown out when power is applied you have a direct short, check for ecm harness rubbing against any metal brackets. If you do not find a short then you just may have a bad ecm ... But I would think that it is a short look very carefully !

ECM B fuse supplies a constant 12v hot at all times to the VCM/PCM and to the fuel pump relay. The fuse is blowing telling you that there is a short to ground somewhere. Try this, take the fuel pump relay out and put a new fuse in. If it doesn't blow put the relay back in and if it blows then try a new relay. The relay may be shorted to ground internaly. Other wise you'll have to trace the wires to the VCM and the pump relay to look for a chafed wire that's contacting metal. The wire coming from the ECM B fuse is orange and has a splice in it going to the pump relay and the VCM/PCM. Hope this helps.....Andrew
CHECK FOR IGNITION WIRES SHORT TO GROUND.I HAVE SEEN A BAD FUEL PUMP BLOW ECM FUSE.REMOVE THE FUEL PUMP FUSE DISABLE FUEL PUMP AND SEE IF FUSE KEEP BLOWING.
