Fraction to decimal function not working, only reducing decimals not converting them to fractions when using proper 2nd function option

To force the calculator to display a result as a decimal number, try putting a decimal mark at the end of a numerator or denominator. If you are using radicals, put a decimal point at the end. Example: enter square root of 2 as SQRT(2.). Notice the decimal mark at the end of 2.

There is a comma where the decimal point should be and vise versa.

From HP12c FAQ:
This document describes how to change the display of the decimal point on the HP 12C Calculator from a comma back to a decimal point. Instructions
  1. Turn off the calculator.
  2. Hold down the decimal point.
  3. Continue to hold the decimal point key, while turning on the calculator.
The comma should change back to a decimal point. Explanation The comma is the European equivalent of the decimal point. *

I lost my decimal point

You need to be in add mode, and have 2 decimal places selected for the result.
To change to add mode, make sure the 'K . A' switch is in the 'A' position. To get 2 decimal places in the answer, move the selector in the 'F 6 3 2 1 0' switch to the '2' position.

You can see the above described at

this page which shows the users manual. The manual shows examples.
