It looks like it is just your bootup trying to find a file that doesn't exist. You can either attempt to figure out where this file goes, and therefore make the error resolve itself, or remove the issue completely by deleting it from the startup in your reg.
My first attept would be to find anything in your msconfig startup that has anything to do with loading anything MP3 and disable it. If that does not work, I would find a registry cleaner such as http://www.ccleaner.com/ and get rid of any stray boot up files. If this doesn't work, then let us know and we can try some other things.
This is more of a generalized resolution that would remedy a lot of common startup problems, however, I do not know what that file belonged to or why it is giving you problems now so I do not know a precise resolution.
