No, you have an idler pulley which keep tension on the belt. You may have a problem with the idler pully or the belt may be worn or the drive pully slipping.

WILL NOT DRIVE FORWARD OR REVERSE

It sounds like the drive belt has slipped off a pulley. With fuel turned off, tilt the mower to one side- so the fuel cap is at the highest point of the tank, and cannot leak fuel out the breather hole. One belt will drive from the engine and the other end goes around an idler pulley. The other belt will drive from the axle to an idler pulley and will be slightly loose. This is the one that may have slipped from its position and not be contacting one or more pulleys when tightened. There should be a pair of pulleys, each being one side of the drive belt. Pressing the forward control should move one pulley onto the drive belt and simultaneously tighten the axle belt. Pressing the reverse control should engage the other pulley(on the opposite side of the belt) and also tighten the axle belt. This loose belt may have been bumped off one or more pulleys in the collision, and be sitting between the pulley and the guide/guard. With the ENGINE OFF, and the forward/reverse selector in neutral you should be able to force the loose belt back over the pulley.
Whether the forward/reverse mechanism drives the engine or axle pulley, the principle will be the same.

LOOKS LIKE MY 99MAXIMA CRANKSHAFT PULLEY BELT BROKE AND THE PULLEY IS KINDA HANGING OFF SOME, WHAT AM i LOOKING AT? JUST BELT AND IS PULLEY OK OR REPLACEMENT OF BOTH? PLEASE HELP DONT WANT TO GET RIPPED...

If it's the main pulley that connects to the crankshaft and drives the serpentine belt, it's called the dampener pulley.
If the dampener pulley has worked loose or separated, you'll need to replace any damaged components, possibly including the pulley, mounting bolt and even the crankshaft and front engine housing could have been damaged if the pulley continued to turn while it was loose.
It could be as simple as tightening the bolt or as severe as a major engine rebuild. A mechanic can't know until he takes a look at it.

When I raise the hood and with motor running looking to my left there is a belt running and a squeaking noise at idle coming from that area. The van is front wheel drive so motor sits in there sideways.

Has it just started with cold weather? Does it squeal at first then as the engine is revved, stop squealing.

If so its probably your alternator belt has worked loose and needs tightening. I'd check this out first, if you've not done it before ask a friend with some know how for guidance. But as a guide, there should be about an inch of give when flexed on the longest run between 2 pulleys, if more then probably needs tightening. If more than a couple of years old, replace with a new one.

If it still squeals after tightening/replacing, you could have a faulty water pump bearing or pulley bearing. Either would require replacement to pre-empt catastrophic failure and resultant engine damage.

The pulley for the alternator belt broke and snapped the belt as well, now the car will not even start. what needs to be done and what are the estimated costs associated with the repairs

A belt is usually $15, and a pulley around $50.
If this has separate belts (not a serpentine) usually the belt goes around the alternator and off the main flywheel and there isn't and idler pulley - but I dont' know about TL's.
Basically you loop the belts over the pulleys. Something has to move to allow you to adjust the tension. Usually there is bolt on the alternator that is in a slot, so you move the alternator towards the flywheel to put the belt on, and away to tighten it up (you want a little deflection, but if it is too loose it will squeal - which is better than over-tightening).

Our belt came off but we don't know how to put it back on

1. Look and find the pulley tensioner of your
washer, and loosen it up. This is a bolt holding
the motor base, and allow the base to move and
loosen the belt or tighten it.
2. When it is loose, you just put the belt back on the
big pulley track and then, on the small pulley.
3. Full the tensioner back in place to tighten the belt.
Just follow this instruction, and solve your problem.

Tighten belts on my Yard machine ride on lawn mower

There is rarely any adjustment to tighten the belts on a riding mower. The belts are tensioned by an idler pulley which is controlled by a idler pulley spring. Almost all riding mower belts must be accurate to the hundredth of an inch or no less than accurate to 1/8th inch. It is very rare for a belt to be in full inch increments. This is why automotive or general purpose belts will not work on a riding mower. I know it is tempting to try to get by with a $10 belt rather than spending $35 or more for the correct belt. Trust me, you will only waste your money trying to get by with the inferior belts. Riding mower belts and extra heavy duty and generally will not stretch at all. Generally they will have 5 or more strands of a Kevlar type material so that stretching is virtually non existent. If the belt will not tighten then it is most likely not the correct belt. If the belt is in fact the proper belt and still is too loose, then you should look for pulley wear or weak tension springs. Metal pulleys do wear and tension spring do loose tension.

Hydrostatic cooling fan belt adjustment

If the belt is loose it may simply be worn out and need to be replaced. Look carefully to be sure that the belt didn't come off one of the pulley wheels as this might give it the appearance of being loose.

The way the belt tightener is engineered, there is no tightening to it, just spring tension. Get back and let me know where it is at. I know I can assist you in gettting to the bottom of this problem.
