Most likely there is a blockage somewhere in the air flow path. Check this starting at the bottom just behind the agitator brush roller and where the hose connects to the bag at the other end. Somewhere along this path you'll find something blocking the hose/duct. Otherwise you might have a broken blower fan on the motor, but that is less likely.

There may also be a reset button. If the brushes get stuck the unit can shut off power to the brushes to keep a total melt down from occurring. The reset button should return power in these types of vacuums.

The Hoover WindTunnel self propelled is a machine that we see in our retail stores (Vacuums Unlimited) constantly. The benefit of having a supposed "self-propelled" machine wears of quickly after the numerous time you will need to take this machine in for repair.
It's unfortunate you've had to spend so much money already on repairing this machine. I know you've said you've already replace the belts and filters, but if you want you can check out a video we made on repairing the Hoover Windtunnel.

Thus far, we haven't had one warranty repairs come through our doors. The machine itself has a lifelong warranty on the belt because the machine automatically shuts off the motor if an obstruction is detected, preventing any undue stress on the motor or belt.

If you haven't replaced the flat belt in several months, then it has stretched and can't turn the brush roll under load. Check the brush roll, make sure the ends turn freely, if not, replace it. Check to see if the drive cable hasn't broken also the drive actuator arm, alot of times it breaks off where the cable attaches to it. If you watch the cable down below, pull the handle up and down to see what the cable is doing or not doing.

Sounds like the transmission might need an overhaul. Take it to a local vacuum repair shop and have them look at the transmission.
