Part one - The 'whoosh' or 'boom' at ignition. If those sounds describe your start up your jet(s) are clogged along the gas manifold. Follow the pipe out of the gas valve down to where the gas is shot into the heater. Those bronze ports have a small opening and spiders like to nest inside this area. Turn them out of the manifold and inspect them. You should find those closest to the ignitor are clogged causing the delay and then boom of ignition.
Part 2 - Have this happen enough and the roll out switch / fused link along the bottom of the heaters service panel will open up and disable the heater. It will look like a black rubber tube about 1/4 diameter by about 2 inches long -OR- a white ceramic block about the diameter of a quarter; either will have 2 wires to it and it will be 'close' to the manifold and jets you need to clean out. If you have a way to read resistance across this switch remove the wires from it and check it. If it is open it will need to be replaced.

SOURCE: Back flare on Raypak pool heater
You will need to pull the burner tray out and clean and blow out the burners. Then you will need to pull the orfaces from the gas manifold and clean each one and blow out the gas line. Then with a mirror you will need to check the fire brick inside the burner box. Then you will need to replace anything that is damaged. Good luck.

Testimonial: "thanks for the insight. I assume that I will have to disconnect the gas line and then reconnect afterward. Appreciate your information."

Hello my name is Heath it will be my pleasure to assist you. Find the rollout switch and on the back there is a small red button if you push the button in it will reset the switch. The rollout is usually located near the burner section of the heater.I will attach a picture of a rollout switch which shows the small red button.

This unit must have adequate water flow and apparently needs to be checked for proper operation.
Consider the following:
The unit as manufactured is equipped with:
If the problem is a clogged filter, and the filter is located before the heater, then the pressure switch is NOT working correctly and needs to be replaced or adjusted to factory settings. Remove the filter cartridge and check for flow.
Bottom line is:
No flow and no pressure, - heater should not come on.
No flow, but pressure, heater would come on and overheat, tripping hi-limit.
Good flow, heater would come on and spa would heat.
