It sounds like the Blackberry Messenger Icon which means you have messages in Blackberry Messenger. To get rid of the icon you simply have to go read the messages. This is the only icon i can think of that is blue with white dots that would be on top of the screen.

My dear friend, what you have to do is to calibrate the screen. Be sure that the phone is not locked from the side of the phone before trying to calibrate the screen.
To calibrate the screen, please follow the steps below:
Power off the phone,
Press and hold the top left corner of the screen,
Keep holding it as You also hold the dial/green button and the middle/menu button,
Keep holding them at the same time as You ask someone to help you press and hold the power button for about 30 seconds,
A page will come up with some touch dots on the screen,
touch every dots and follow the rest of the instructions from there on, that way, the screen will be calibrated and will work once again.
If that does not do the job, then it means the sensor board is bad and need to be replaced.

well...unfortunately that cant be fixed. you can try a software flash, which would just require that u take it to a vzw direct store, and back up ur memory because it could be erased. otherwise, ur phone has a 1 year warranty, take it to a store or call tech support to get a replacement.

I'm not completely familiar with this phone but the problem is the LCD is not getting the information from the motherboard of your phone. If you dare take it apart you will want to check all your data cable connections,(also called your Flex cable). If this doesn't solve the problem it could also be the screen isn't getting enough energy to operate correctly. you could simply try to start the phone without any battery and just plugged into the wall. If it works normally that way buy a new battery.
