How to store and keep digital camera working?

The best way is to keep the digital camera in a plastic shoe box which seals out dust and keep the humidity controlled. Remove the batteries and also keep them in the shoe box. Keep all the wires and chargers in one place too. This often extends the digital camera life span. Lenses will move smoothly years later, LCD will not crack or turn black due to moisture leaked in. And battery leakage will not corrupt contacts in the camera.

Keeps saying turn camera off and on again

Try changing the memory card and then check. You might also need to format the internal memory of the camera in case it has been encrypted by your office.
