Sorry, didn't read the whole thing. Moving parts do get sticky. Try cleaning, maybe with a soft wire brush if necessary, any of the turning parts involved. And a little WD-40 or migrating fine oil spray by any other name will do. Otherwise, a small bend introduced to one of the arms involved may help. It would be best if you could watch the operation, and if you can slow or speed the water coming in, that might change the performance. See if that helps.
