Remove the battery, plug into the wall, try turning on. If its all OK, then your battery is likely to be at fault and will need replacement (Search on eBay for a replacement but don't buy cheap ones from the far east as they can be dangerous and are of poor quality)
If it still doesn't turn on then the power cable is likely to be the fault (seen this twice on my girlfriends Dell computer). Again, take a look on eBay for replacement power cables.
