Remove the float bowl located under the carburetor it is a 1/2 bolt some gas will poor out so put a rag under the carb to soak up the gas, you actually may want to use a small container to collect the gas or make sure the gas tank is empty, remove the float bowl after removing the bolt by grasping it and turning, the bowl will most likely have debree and water in it clean with a rag and solvent and reinstall, becareful of the ruuber ring gasket when reinstalling the float bowl, one some movers there is no float bowl if you have this type of engine the tank and carb must be removed disassembled and clean out. Do not store mowers uncovered they must be covered when not in use, water gets into the fuel system and causes this problem.

Did you hit something? Sounds to me like a flywheel key sheared off or a major internal part broke. My thoughts are you will need to take this to a repair shop or individual that can comfortably tear into the engine.
