Computer has been saying it is shutting down for an hour
The setting is in the APM (Advance Power Management) in BIOS. Select the correct power management in BIOS
Windows closes a number of system processes when it shuts down, packing up data as needed to make sure the system boots cleanly the next time it's needed. If a process hangs while shutting down, however, you won't know which; the default "Shutting down..." screen gives no details.
You can change this by opening the Registry Editor (do a Windows search for "regedit"), then navigate to the following directory:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System
Now, in the right-side pane of the window, you may see an entry called VerboseStatus. If you see it, right-click it and then click Modify, and change its value to "1." If you do not see it, right-click an empty portion of the pane, go to New, and then DWORD (32-bit) Value. Create an entry called VerboseStatus and then set its status to "1."
Page File Problems
Windows has a feature called a Page File which essentially works like an extension for your RAM. If your system needs more memory than it has available, the least-used portions of data stored in RAM are moved over to a page file on your hard drive, so more important data can be kept in memory.
Sometimes, clearing the Page File at shutdown is enabled for security reasons. This is because the page file can be a security hole, as the data in it can be retrieved. Clearing the file at shutdown can take some time, however, so it may be the source of your problem.
Open regedit.exe and go to the following directory:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Memory Management
Now, have a look at the pane to the right. Find the registry entry named ClearPageFileAtShutdown. If it is set to 1 it is enabled, and may delay the shutdown process. Right-click it, select Modify, and change the value to 0.
Please note that, if you're using a PC from your place of employment, the page file may be cleared for a reason. You might want to talk with your IT department before changing the setting, lest you end up earning the wrath of your company's geeks.

Hello "Anonymous"
Localte the power button on your Computer and press and hold it down for 10 seconds
That should close your Computer,
when you press it again, it might ask you how you want to start windoes , chose "normal"
Try top go to task manager. .ctrl/alt/delete and end running tasks. And retry
Hard shut down by pushing the power button you may have to press and hold it till it turns off. windows sometimes hangs at the shut down screen if it keeps doing it try uninstalling any software or hardware you may have added before it started hanging up.
SOURCE: windows 98 will not shut down
There are several reasons that can cause old Windows operating systems to shut down. Has this always been an issue or did it just start happening? If it just started, then think back to what you may have changed on the system...hardware or software. Remove software or hardware and try it again.
You can also try disabling the fast shut down sequence by following these steps:
1. Go into msconfig (this can be done by typing msconfig under the command prompt)
2. Go into advanced.
3. Put a check mark in the disable fast shutdown box.
4. Click ok and ok again.
Try shutting it down.
If that doesn't do the trick or its already disabled then check out this link:

I hope that helps. Check back and let me know! Thanks.

First try going to the Microsoft Windows update web site and seeing if your system is in need of updates or patches. http://update.microsoft.com/microsoftupdate/v6/default.aspx?ln=en-us
You may need a patch as I have recently found with several machines running XP having the same problem, even though I see that you are running Vista. If it is only happening with Microsoft Office programs then you could run a repair on Office. This link will guide you through the process. http://office.microsoft.com/en-us/help/HP052372001033.aspx Worst case scenario is that you would have to uninstall and then reinstall Office. If it is happening with other non Microsoft programs then you could have a hardware or driver problem. If this is the case hopefully you are still under warranty and can contact the manufacturer for assistance.

It means that you are a victim of pirated software
the operating system installed on your pc is not an original one but a pirated copy
the only solution is reinstalling original operating system
