As stated no power to the upper half of fuse box inside panel. Windows will not go up, motor turns over but will not start. Battery is fully charged and load test is good. I have checked the fuses all are good in the 3 fuse boxes. The power doors work, the rear hatch works. Do the 2 relays in the fuse box next to the battery control this the power to the inside.

On my girlfriend's Civic, the same problem cropped up and it was the driver's door switch assembly. The power for all the windows is routed to the driver's door switches, and from there, out to the other doors (that's how the window lock on the driver's door is able to shut off the window power in the back doors). If your driver's door switch assembly has failed, you'd have no power to the windows, regardless of which switches you're trying to use. I'd suggest going to a salvage yard and finding a new driver's door switch assembly and swapping it into your car and see if that fixes it. It shouldn't run you more than $15 or so, and they're generally pretty easy to swap out - figure a few basic tools and maybe a half hour or 45 minutes of your time.

How long did the 2nd alt. last before it died? The voltage regulator is, I believe, attached to the alternator. Have u had the voltage regulator checked?

If you've applied 12VDC to the solenoid and it does nothing, not even click, then the solenoid is toast!
