Question about Televison & Video
There is a faulty capacitor in the system. Most likely it is not sending the correct voltage which is redirecting the power confusing the firmware of the tv set. A voltmeter or capacitor tester will be needed to find faulty capacitor

First what is it a dvd move or divx movie also does it happen on the tv AND computer?
